WASHINGTON (AP) ? President Barack Obama is calling on Congress to increase taxes on millionaires, reviving a proposal he first pitched last September that aims to draw sharp election-year lines between the president and the Republican opposition.

The plan, scheduled for a vote in the Democratic-controlled Senate on April 16, stands little chance of passing in Congress. But it is a prominent symbol of the efforts the president and congressional Democrats are making to portray themselves as champions of economic fairness. Republicans dismiss the idea as a political stunt with little real effect on the budget.

"We don't envy success in this country. We aspire to it," Obama said in his Saturday radio and Internet address. "But we also believe that anyone who does well for themselves should do their fair share in return, so that more people have the opportunity to get ahead ? not just a few."

Obama calls the plan the "Buffett Rule" for Warren Buffett, the billionaire investor who has complained that rich people like him pay a smaller share of their income in federal taxes than middle-class taxpayers. Many wealthy taxpayers earn investment income, which is taxed at 15 percent. Obama has proposed that people earning at least $1 million annually ? whether in salary or investments ? should pay at least 30 percent of their income in taxes.

The push for the Buffett Rule comes as millions of Americans focus on their taxes with the approach of this year's April filing deadline.

It also draws renewed attention to the effective tax rate of Republican presidential front-runner Mitt Romney, a millionaire who is paying 15.4 percent in federal taxes for 2011 on income mostly derived from investments.

By contrast, the top nominal rate for taxpayers with high incomes derived from wages, not investments, is 35 percent.

In his remarks Saturday, the president encouraged listeners to pressure their members of Congress "to stop giving tax breaks to people who don't need them."

While the plan would force millionaires and billionaires to part with more of their money, Congress' Joint Committee on Taxation estimated that if enacted, legislation reflecting Obama's proposal would collect $47 billion through 2022 ? a trickle compared with the $7 trillion in federal budget deficits projected during that period.

Obama also renewed his call for ending tax cuts for taxpayers earning more than $250,000. Those breaks, enacted during President George W. Bush's first term, expire at the end of this year.

"Today, the wealthiest Americans are paying taxes at one of the lowest rates in 50 years," Obama said. "Warren Buffett is paying a lower rate than his secretary. Meanwhile, over the last 30 years, the tax rates for middle-class families have barely budged."

The new effort comes just days after the Senate fell short of the 60 votes needed to advance Obama-initiated legislation that would have ended $4 billion in annual subsidies to oil and gas companies. Two Republicans voted with Obama and four Democrats voted against him.

In the Republican address, House Speaker John Boehner challenged Obama to get behind energy proposals backed by House Republicans, sustaining a GOP drive to blame the administration for high gas prices in an election year. Boehner called for more oil and gas production in federal lands and for a freeze in new regulations over refineries.

He criticized Obama for pushing the anti-oil subsidy bill and for pressing Senate Democrats to vote down an effort to jump-start an oil pipeline project from Canada to refineries on the Texas Gulf Coast. He said Obama, in a meeting with congressional leaders a month ago, had shown a willingness to embrace some House Republican energy ideas.

"It was a new sign of hope, but unfortunately, only a brief one," Boehner said.

"The pain at the pump is an urgent issue for hardworking taxpayers and it deserves the same urgency from leaders here in Washington," he added.

A new surveillance camera system developed by Hitachi Kokusai Electric?can search through data on 36 million faces in one second, Tokyo video news site DigInfo TV reported Thursday.

The system detects a face from a regular photo or a surveillance video -- such as those made on six pack pick-ups at the corner convenience store -- and searches for it.

Search results appear instantaneously. Select a thumbnail image and the system will show its associated context in a surveillance video. Not the person who pilfered the chewing gum? Go to the next candidate.

"The high speed is achieved by detecting faces through image recognition when the footage from the camera is recorded and also by grouping similar faces," a company representative told DigInfo.

To work, faces must be turned with 30 degrees of the camera and be 40 by 40 pixels in size.

Hitachi Kokusai Electric expects the technology to be attractive to companies with relative large surveillance systems, such as railroads, big box stores, and law enforcement agencies.

The system should be available for purchase in fiscal year 2013.

WASHINGTON (AP) ? George Clooney and his father were arrested Friday during a protest outside the Sudanese Embassy, and the actor said he has asked President Barack Obama to engage China on stopping a humanitarian crisis in northern Africa.

The protesters accuse Sudanese President Omar al-Bashir of provoking a humanitarian crisis and blocking food and aid from entering the Nuba Mountains in the county's border region with South Sudan.

Clooney, his father, Nick Clooney, and others were arrested after being warned three times not to cross a police line outside the embassy. Those taken into custody included NAACP President Ben Jealous, Martin Luther King III, and actor and comedian Dick Gregory.

Several members of Congress also were arrested, including Massachusetts Reps. James McGovern and John Olver, Texas Rep. Al Green and Rep. Jim Moran of Virginia. They were handcuffed and placed into a U.S. Secret Service van.

Clooney was released several hours later after paying a $100 fine.

The arrests came after Clooney met this week with Obama, testified in the Senate and attended a state dinner for British Prime Minister David Cameron.

Clooney told The Associated Press before he was arrested that he can only hope to draw attention to the crisis in Sudan but that he doesn't know if any progress has been made. He said he was impressed, though, with Obama's engagement on the issue.

"It's amazing to sit down with a world leader who knows all of the intricacies of what's going on in Sudan," he said.

The actor said he asked Obama to involve China more in pushing for a solution in Sudan. A YouTube video Clooney recently posted online from his trip to Sudan appears to show a Chinese-made missile being used against the Nuba community.

Clooney said international leaders need to "follow the money" flowing to Sudan's leaders to expose corruption.

"This is a moment where we have a chance to do something because if we don't, in the next three to four months, there's going to be a real humanitarian disaster," Clooney said before his arrest. The situation is urgent, he said, because the upcoming rainy season would block transportation of food aid to the area.

Clooney said he didn't know if his actions would make a difference but that he at least wanted to make more people aware.

"It's such a silly thought to think you're actually succeeding in any of this," he said. "But if it's loud enough and you keep making it loud enough at the very least people will know about it, and you can't say we didn't know. That's the first step."

Liberty Mutual 'Disappointed' at $450M AIG Workers' Comp ...

Liberty Mutual said it will continue its legal fight even after a federal judge formally approved a $450 million workers compensation class-action settlement between AIG and its rival companies.

The class action alleged that American International Group (AIG) and its subsidiaries had intentionally under-reported workers comp premiums to state regulators for decades, in an attempt to pay smaller premium taxes and residual market charges before 1996.

In the class action, insurers said AIGs scheme hurt them financially because AIG, with its under-reporting, was allowed a smaller share of the high-risk residual market assessments.

According to the settlement, formally approved by U.S. District Court Judge Robert Gettleman on Feb. 28, AIG will pay $450 million, which will be divided up among commercial insurers that were affected by AIGs alleged scheme.

The settlement class was certified in July 2011 by Judge Gettleman and the $450 million settlement was given preliminary approval last December.

But Liberty Mutual, one of the insurers in the class action, argues that the settlement is inadequate. The current settlement assumes that AIG under-reported its workers comp premiums by $2.1 billion, an amount that the opponents of the settlement are calling too small.

Liberty Mutual is disappointed but not surprised with the Judges final written order approving the settlement. Liberty Mutual has filed an appeal, Liberty Mutual spokesman Richard Angevine told Insurance Journal.

We respectfully and vigorously disagree that the settlement is fair, reasonable and adequate. The settlement was negotiated by conflicted parties and it is unfair because it reflects damages of $2.1 billion, far less than the $6.1 billion in actual damages demonstrated by the court-approved statistical model.

Angevine added: Liberty Mutual remains committed to making sure that AIG is held accountable for knowingly under-reporting workers compensation premiums to various insurance pools for more than two decades.

Those in favor of the current settlement include AIG as well as Hartford Financial Services Group, Travelers Indemnity, Technology Insurance, Ace Ina Holdings, Auto-Owners Insurance, Companion Property & Casualty Insurance and Firstcomp Insurance.

Mining firm Zimplats gives majority shares to Zimbabweans

The Zimbabwean government and mining firm Zimplats reached Tuesday an agreement to transfer a 51 percent stake to local investors, as required by the country's controversial "indigenisation" policy.

Brown said the deal would "create a more stable investment environment".

Indigenisation Minister Saviour Kasukuwere hailed the agreement as a milestone, saying he hoped the message would be understood by other mining companies.

"Mining is a very important industry, we value the contributions made by Impala for the growth of our national economy but it's also imperative that our people do benefit to the full extent from these resources," said Kasukuwere.

"It is a historic moment for us as a country and I am sure we have set the stage for other countries also to bring about certainty in their different areas of jurisdiction," he added.

President Robert Mugabe's partner in the unity government, Prime Minister Morgan Tsvangirai, has warned that the law passed two years ago would discourage investment.

Foreign-owned companies like banks and retailers are also targeted by the law.

Nuclear Woes Push Japan Into A New Energy Future

The tsunami that struck Japan last year destroyed four nuclear reactors at the Fukushima Dai-ichi nuclear power station on the east coast of the country. Radiation spread through the air and into the ocean, and workers labored for weeks to quench the melting reactor cores. Farmland and numerous towns were evacuated and much remains off-limits.

Since then, Japan has been temporarily shutting down its remaining nuclear plants as the public debates whether to swear off nuclear power permanently. But saying no to nuclear has been and will continue to be costly.

Before the accident in Fukushima, Japan got a third of its electricity from nuclear reactors. That made economic sense ? Japan has almost no coal, oil or natural gas to make electricity.

Nuclear Or No Nuclear?

Japan faces a choice ? it can either restart its fleet of 54 nuclear power reactors or keep them offline. If the reactors stay offline, the country will need to meet energy demands by increasing the consumption of fossil fuels.

Economist Mitsutsune Yamaguchi at the University of Tokyo says those nuclear power plants are now idle. "Out of 54 existing plants, only two are in operation, and by the end of April it will become zero," Yamaguchi explained in an interview in Washington, D.C. Yamaguchi has been on several government panels studying what to do about the country's energy dilemma.

Several nuclear plants are still damaged from the quake and the rest have been idled as Japan sorts out what kind of energy it wants in the future.

Yamaguchi says restarting nuclear plants is no longer just up to the central government. It's up to the public. "Even if government says, 'Yes, you can do it,'" he explains, "unless local mayors, governors or local residents say 'Yes,' power companies cannot start" the idled reactors.

Meanwhile, the economy is taking a nosedive. For the first time in decades, Japan's vaunted trade surplus is gone. The country now spends more on imports than it earns from exports. What is Japan buying? Fuel.

"The major utilities in Japan have increased their consumption of fuel oil by more than double," says Jesse Jenkins, an energy analyst at the Breakthrough Institute, a research group. The institute is in favor of nuclear power as a hedge against climate warming. Japan, says Jenkins, "has increased their use of liquefied natural gas by about 27 percent and relied more heavily on coal as a share of their energy use."

And that's expensive. One analysis by the International Energy Agency in Paris says replacing the electricity from idled nuclear plants is costing Japan an extra $100 million a day.

Carbon Emissions On The Rise

Then there are the climate effects. The nuclear reactors were not emitting carbon dioxide, the main greenhouse gas that contributes to global warming. Oil, coal and natural gas do.

Jenkins says Japan's goal to reduce carbon dioxide emissions is now shelved. In fact, emissions are going up. "They're swapping fossil fuels for nuclear and that's driving up their CO₂ emissions and the carbon intensity of their electricity supply," he says.

Most of the new fuel is liquefied natural gas. It's cleaner than coal or oil. but Laszlo Varro, with the International Energy Agency, says the amount needed if Japan doesn't return to nuclear power is staggering. "You would need almost 20 percent of the entire global market of liquefied natural gas," he calculates.

Varro notes that a lot of that natural gas comes from the Middle East through the Straits of Hormuz, a shipping route threatened by tensions over Iran's nuclear ambitions.

The Japanese government and green groups aren't happy about relying on fossil fuels, and there's strong sentiment to adopt a new energy mix that relies mostly on wind and solar power. That will take decades, though. Renewable energy in Japan now provides about 2 percent of the nation's electricity; nuclear provided 30 percent.

In the meantime, as the economy recovers from the tsunami and earthquake, industry will need more electricity. The Japanese public will be asked to sacrifice, as they have over the past year. Yamaguchi says it's a daunting future. "It's a mess, you know," he laments. "We have to cut our consumption itself. We did it. But whether we can continue for the coming five, six, seven years without sacrificing the Japanese economy, it's almost impossible."

But Japan has been through tougher times. Its engineers are second to none and the country is wealthy. The IEA's Varro says a wholesale shift to green energy isn't impossible. "It is certainly going to be expensive," he predicts. "How slow it is, that depends on the decisions that Japan makes. Japan is a rich and technologically sophisticated society. I think they have the potential to surprise us."

After the nuclear accident last year, a Japanese word became popular in conversation: "setsuden." It means "energy-saving." Perhaps the next phrase to catch on will be: "necessity is the mother of invention."
