GRAND RAPIDS, Mich. (AP) ? Republican presidential contender Rick Santorum declared himself a conservative "heavyweight" on Tuesday as he defended his decision to court Michigan Democrats in the state's high-stakes GOP primary.

"I am the heavyweight in this race when it comes to moving this country in the conservative direction," Santorum told reporters while visiting a campaign call center several hours before local polls closed.

Romney "is a lightweight on conservative accomplishments, which happens to be more important than how much success and how much money you've made in business," he said.

Earlier in the day, Romney fueled the intensifying war of words by calling Santorum "an economic lightweight."

Both candidates campaigned on opposite ends of Romney's home state as local voters decided what may be a pivotal primary contest. Recent polls suggest the race is a toss-up. Arizona also holds its GOP presidential primary Tuesday and Romney is favored to win.

The Michigan contest took a turn on the eve of the election when Santorum's campaign used automated telephone calls to encourage Democrats to vote against Romney.

Romney complained that the tactic is "deceptive and a dirty trick."

Santorum, a former Pennsylvania senator, suggested that Romney did much the same thing when he courted independent voters in New Hampshire's GOP primary last month.

He also accused the former Massachusetts governor of employing his own "dirty trick" by running automated calls that featured a 2008 recording of Santorum endorsing Romney for that year's primary election. And he noted that Ronald Reagan courted Democrats in Texas during his 1976 presidential campaign.

Santorum suggested that Romney should stop with the complaints.

"I didn't complain about it. I don't complain. You know what? I'm a big guy. I can take it," Santorum said outside a Grand Rapids-area restaurant Tuesday morning. "We're going to get voters that we need to be able to win this election. And we're going to do that here in Michigan today."

Only Michigan Republicans may vote in Tuesday's GOP primary, but party rules allow voters to change their affiliation temporarily on the spot.

Santorum's automated message says Democrats should send "a loud message" to Romney by voting for Santorum.

Romney said the tactic was "a new low" in the campaign.

"I wasn't too concerned about what the Democrats were putting out there because I figured it wouldn't have much impact. But Sen. Santorum did something today which I think was deceptive and a dirty trick," Romney said on Fox News.

Santorum made two appearances at local restaurants near Grand Rapids early Tuesday, a city set in a western Michigan region home to many of the social conservatives and tea party supporters he is courting. Accompanied by his wife, Karen, Santorum shook hands for a few minutes at each stop, but did not say much beyond thanking the sometimes unsuspecting diners for being there. He did not ask for anyone's vote.

At a subsequent stop at a Grand Rapids campaign call center, Santorum and his wife spoke to a few supporters by phone and encouraged them to get out the vote. After he left, just a handful of volunteers remained to make calls.

Santorum's recent rise to prominence in the GOP presidential contest has been fueled by a continued reluctance among the GOP's more conservative voters to embrace Romney.

"I don't trust him," Carol Alexander, of nearby Wyoming, Mich., said of Romney while waiting for Santorum to arrive at the Rainbow Grille in Grandville, Mich.

A self-described religious conservative, she said she was leaning toward Santorum, who she says "speaks what he believes."

Alexander said she's been inundated with phone calls from campaigns, adding that "it's been getting kind of nasty." But she discounted the impact of Santorum's latest tactic.

"Do you really think a liberal is going to vote for Santorum?" she asked with a smile. "I don't think they're going to do it."

The stakes in Michigan may be higher for Romney, who was born and raised in Michigan. His father served as the state's governor in the 1960s.

BARCELONA ?? When Ellie Turner decided she wanted an upgrade from her iPhone 3G, she expected to pay more for Apple?s new iPhone 4S than for the other leading smartphones on the market.

Instead, Ms. Turner, a public relations specialist in London, got the fast-selling device free.

She consulted Phones4u, a bulk discounter of cellphones and data packages, which offered her a free iPhone 4S and data plan for ?2, or $3.20, more than what she had been paying each month. She returned to her operator, O2 U.K., which had been selling the 4S for ?99 with the same plan. She told people there about the rival offer.

?They didn?t blink an eye,? Ms. Turner said. ?They matched it.?

Apple, the global market leader in smartphones, is enjoying record profits and sales that have transformed it into one of the world?s most valuable companies. But the mobile computing industry it has conquered in just five years is changing rapidly, and nothing, not even Apple?s vaunted brand premium ? the ability to charge more than its competitors for premium smartphones ? appears guaranteed.

In Britain, for example, the iPhone 4S costs at least ?170 more than the Samsung Galaxy S II with a two-year commitment at O2 U.K. At T-Mobile in Germany, the Samsung model costs about ?80, or $108, and the 4S ?130. In the United States, the difference between the two models at AT&T is at least $50 and as much as $250.

The premium is Apple?s reward as progenitor of the modern smartphone segment: the sum of its software DNA, intuitive user experience, cash-generating universe of applications, cultivated image of hipness and first-mover advantage.

But Apple?s main rivals ? Samsung and other sellers of cellphones using the Google Android operating system, like HTC of Taiwan and Huawei and ZTE of China ? are making smartphones for much less, and the iPhone is becoming ubiquitous, threatening to dull its cachet.

For now, said T. Michael Walkley, an analyst at Canaccord Genuity in Minneapolis, the iPhone lineup has momentum and Apple, based in Cupertino, California, should be able to pad its lead over its rivals this year.

?But I cannot say with certainty that five years on, Apple will still be on top,? Mr. Walkley said, noting that Apple and HTC did not even make smartphones six years ago. ?I assume they will be, but it is difficult to predict anything in this dynamic market.?

Mr. Walkley estimated that Apple had captured 52 percent of all profits in the smartphone industry during 2011, a share he expected would increase to 60 percent this year.

Apple, following its tradition of participating only in its own promotional events, has no formal presence or exhibition stand at the Mobile World Congress, the industry?s largest annual convention, which begins Monday in Barcelona.

An Apple spokesman in London, Alan Hely, said the company had no comment for this article.

Timothy D. Cook, the Apple chief executive, told a Goldman Sachs investment conference this month that Apple would not rest on its laurels after its record fourth quarter, in which it sold 37 million iPhones ? 17 million more than it had ever sold in a quarter.

Tongue in cheek, Mr. Cook called the 37 million ?pretty good,? drawing laughs, but then put it in stark perspective: ?As I see it, that 37 million for last quarter represented 24 percent of the smartphone market. So three out of four people bought something else. And it represented less than 9 percent of the handset market, so 9 out of 10 people are buying something else.

?The smartphone market last year was a half billion units,? he continued. ?In 2015, it is projected to be a billion units. When you take it in the context of these numbers, the truth is, this is a jaw-dropping industry. It has enormous opportunities to it. Up against those, the numbers don?t seem so large anymore.?

Carrying the iPhone has benefited operators, who use it to lure new customers. Sprint, the No. 3 U.S. carrier, sold 1.8 million iPhone 4S?s in the fourth quarter, its first sales of Apple models. In that period, the operator added 1.6 million new customers, the biggest such increase in six years.

Deutsche Telekom, France T?l?com and Vodafone have also spoken of the positive effect iPhone sales have on their profits. But over time, the iPhone could be undermined by its own success.

?All of a sudden, every teenage girl has an iPhone,? Mr. Walkley said. ?The real danger is that Apple becomes so mainstream that there is a breakaway by consumers to something new.?

Apple?s competitors are waiting for that chance, said Mark Newman, the director of mobile research at Informa Telecoms and Media, a research firm in London.

That puts pressure on Apple to continue innovating with each new iPhone. Mr. Newman said that Siri, the Apple voice-activated command function introduced with the iPhone 4S, had been an incremental improvement, not a paradigm change.

?Apple is focused on defending the high end of the market and that is becoming harder to do each year,? he said. ?Competitors, such as the Galaxy from Samsung, are starting to catch up. I think it is inevitable that the margin pressure increases.?

So far, there is no sign of that pressure at Apple, which continues to derive more than 40 percent operating profit from the sale of each smartphone, Mr. Walkley estimated.

In 2011, Apple became the world?s largest buyer of semiconductors, according to Gartner. It displaced LG of Korea as the No. 3 maker of mobile phones by volume, trailing only Nokia and Samsung. Apple narrowed the lead held by Android, the free operating system developed by Google. By December, 44.5 percent of all U.S. smartphone buyers were choosing iPhones, up from just 25.1 percent in October. The proportion choosing for Android fell to 46.9 percent from 61.6 percent, according to Nielsen.

Patrick R?my, the vice president of devices at France T?l?com in Paris, said he saw no sign of the Apple brand?s diminishing. On the contrary, Mr. R?my said, Apple and Samsung have the financial resources to invest in the marketing, image and innovation that are needed to stay a step ahead of the competition.

?We are not seeing any major part of these brands declining,? Mr. R?my said.

But competition, especially from lower-priced rivals, is not standing still.

By 2016, more than half of all smartphones sold will cost less than $300, according to Informa. Last year, 81 percent ? most of them iPhones ? cost more than $300. The proportion costing less than $200, which currently makes up 5 percent of the global market, is expected to increase almost fivefold, to 24 percent, by 2016.

It is unclear what effect a proliferation of low-priced smartphones will have on Apple?s niche. But Shao Yang, the marketing director for mobile devices at Huawei ? the Chinese maker of mobile networking equipment which has set a goal of being among the world?s top three cellphone makers by 2015 ? said consumers would be able to obtain superior performance for less in the future.

?I think currently the biggest trend is not the price, but the capability,? Mr. Shao said. ?There is a competition in capability. The function of the phone will change very fast.?

Huawei, based in Shenzhen, sold 20 million smartphones last year, up from 3.1 million in 2010. Huawei sold about half of its smartphones in China for between $150 and $200. Its biggest foreign market is the United States, where Huawei in January presented the Ascend P1 S, calling it the thinnest smartphone at 6.65 millimeters, or 0.26 inch.

The P1 S will not start selling until April and Huawei has not released the price. But Mr. Shao said it would cost less than an iPhone. ?Smartphones are going to become cheaper and cheaper,? he said.

Apple, despite the higher prices of the 4S, is not unrepresented in the low-price smartphone segment. The iPhone 3, a predecessor, is being given away with a ?16.50 plan at O2 U.K., while the iPhone 4 is free with a ?36 plan.

FRIDAY, Feb. 24 (HealthDay News) ? People with an intense fear of spiders perceive the creatures to be larger than they actually are, a new study has found.

While a warped perception of spiders likely won?t interfere with daily living, other types of phobias could prove debilitating or even harmful, according to the Ohio State University researchers.

For example, people who are afraid of needles and perceive them to be larger than they actually are may avoid shots and put their health at risk.

In this study, 57 people with a fear of spiders were asked to undergo five encounters with tarantulas and then estimate the size of the spiders. The more afraid participants were of spiders, the larger they estimated the spiders? sizes to be, according to the study published in a recent issue of the Journal of Anxiety Disorders.

?If one is afraid of spiders, and by virtue of being afraid of spiders one tends to perceive spiders as bigger than they really are, that may feed the fear, foster that fear and make it difficult to overcome,? lead author and professor of psychology Michael Vasey said in a university news release.

?When it comes to phobias, it?s all about avoidance as a primary means of keeping oneself safe. As long as you avoid, you can?t discover that you?re wrong. And you?re stuck. So to the extent that perceiving spiders as bigger than they really are fosters fear and avoidance, it then potentially is part of this cycle that feeds the phobia that leads to its persistence,? he explained.

Learning more about how a phobia affects a person?s perception of a feared object may help lead to more effective treatments for people who want to overcome their fears, the researchers said.

ScienceDaily (Feb. 22, 2012) ? Earth's clouds got a little lower -- about one percent on average -- during the first decade of this century, finds a new NASA-funded university study based on NASA satellite data. The results have potential implications for future global climate.

Scientists at the University of Auckland in New Zealand analyzed the first 10 years of global cloud-top height measurements (from March 2000 to February 2010) from the Multi-angle Imaging SpectroRadiometer (MISR) instrument on NASA's Terra spacecraft. The study, published recently in the journal Geophysical Research Letters, revealed an overall trend of decreasing cloud height. Global average cloud height declined by around one percent over the decade, or by around 100 to 130 feet (30 to 40 meters). Most of the reduction was due to fewer clouds occurring at very high altitudes.

Lead researcher Roger Davies said that while the record is too short to be definitive, it provides a hint that something quite important might be going on. Longer-term monitoring will be required to determine the significance of the observation for global temperatures.

A consistent reduction in cloud height would allow Earth to cool to space more efficiently, reducing the surface temperature of the planet and potentially slowing the effects of global warming. This may represent a "negative feedback" mechanism -- a change caused by global warming that works to counteract it. "We don't know exactly what causes the cloud heights to lower," says Davies. "But it must be due to a change in the circulation patterns that give rise to cloud formation at high altitude."

NASA's Terra spacecraft is scheduled to continue gathering data through the remainder of this decade. Scientists will continue to monitor the MISR data closely to see if this trend continues.

WASHINGTON ? Treasury Secretary Timothy Geithner told Congress Tuesday that the president's new $3.8 trillion spending plan would impose new taxes on only 2 percent of the nation's wealthiest families and the alternative would be to seek more painful cuts in other government programs such as defense, Social Security and Medicare.

Geithner defended the new budget plan in the face of intense attacks from GOP members of the Senate Finance Committee. Republican Sen. Orrin Hatch of Utah told Geithner that the administration's spending plan would give the country a "permanently larger, European-inspired government."

But Geithner said deeper spending cuts now would damage economic growth and push more Americans into poverty at a time when the economy is still struggling to recover from a deep recession.

Geithner told the committee that the administration hopes to send Congress next week a framework for making changes in the country's corporate tax structure.

He said the administration would not offer detailed legislative language but rather broad principles for corporate tax reform. He said the administration would propose eliminating a number of current business tax breaks in an effort to lower the corporate tax rate.

The nominal U.S. corporate tax rate is 35 percent, the highest in the world after Japan, but few companies pay that much after taking various deductions.

Obama has proposed lowering that tax rate but has not said by how much it should be lowered. The president has also proposed ending tax breaks for U.S. companies moving jobs or profits to foreign countries while suggesting tax breaks for businesses that move jobs back to the United States.

Geithner did not offer any hints about what recommendations the administration will make on corporate rates in its submission to Congress.

Congress may put off the tough decisions on the budget until after the November elections, but the spending document will certainly be used as a campaign document for Obama and a key target for Republicans running against Democrats.

Republican Mitt Romney, who is campaigning for the GOP nomination to challenge Obama in the fall, called the budget Obama released Monday "an insult to the American taxpayer." GOP candidates Rick Santorum, Newt Gingrich and Ron Paul are all advocating bigger spending cuts to control the deficits, and all the GOP candidates oppose Obama's tax increases.

"The president's budget is a gloomy reflection of his failed policies of the past, not a bold plan for America's future," House Speaker John Boehner, R-Ohio, said Monday after the budget was released. "The president offered a collection of rehashes, gimmicks and tax increases that will make our economy worse."

Republicans are arguing for deeper spending cuts and a frontal assault on the biggest drivers of the deficit, the soaring costs of Medicare and Medicaid, whose already sizable costs are projected to double in future years as baby boomers retire.

Rep. Paul Ryan, R-Wis., chairman of the House Budget Committee, said Monday that he expected the Republican-controlled House would in coming weeks pass an alternative to the Obama budget that would gain control of the deficit, not by raising taxes but by curtailing Medicare and Medicaid.

"President Obama's irresponsible budget is a recipe for a debt crisis and the decline of America," Ryan said.

Obama's cuts in Medicare and Medicaid avoid cuts in benefits and instead make modest trims in payments to health care providers. In contrast, the Republican House last year approved Ryan's plan, which would essentially transform Medicare into a voucher system in which future seniors would get a fixed amount to buy medical insurance.

The Obama budget proposes spending $3.8 trillion in the 2013 budget year, which begins Oct. 1. It would achieve $4 trillion in deficit cuts in part through restraining the growth of many government programs, adhering to the agreement Congress approved in August for spending caps to achieve $900 billion in deficit reduction over a decade.

Obama's plan also proposes additional deficit reduction in order to avoid $1.2 trillion in across-the-board cuts scheduled to take effect next January.

But the president relies on $1.5 trillion in tax increases, mainly by allowing the Bush-era tax cuts to expire on families making more than $250,000 per year, imposing additional taxes on those making more than $1 million per year and eliminating various corporate tax breaks.

The tax increases all have been rejected by Republicans.

With both parties holding entrenched positions, it is very likely that no solution will be found before the November elections, with both sides preferring to use the debate to score political points.

If that occurs, Congress will probably be back in Washington after the November elections for a lame-duck session to resolve the battle over taxes and spending cuts.

Lawmakers are facing end-of-the-year deadlines when the Bush-era tax cuts on all taxpayers expire and across-the-board spending cuts will go into effect if lawmakers can't agree on $1.2 trillion in further deficit reduction over the next decade.
